Notes: Thirty-one (31) percent of the non-exporting small manufacturers who exported at one time, or who investigated or considered the possibility of exporting in the last three years, say an important reason in the decision not to export is that they lack the expertise to locate and develop markets outside the U.S. (Q#13F).
